The city’s readiness for development has been assessed; measures to increase the quality of city development documents (in terms of its interconnectedness and consent with other relevant documents, in terms of its consistency, structure and content), efficiency of the implementation of development plan mechanisms, institutional and process changes, and that of disposable expert capacity (knowledge, skills and attitudes) in the performance of activities that are necessary for the development of the city, have been recommended; measures and actions to be taken to improve said factors have been recommended.
