The development program of the city of Spisska Nova reflects an innovative approach to the design of a strategic document at a time when economic, social, political and environmental evolving to date cannot be automatically extrapolated, and increasing endogenous and exogenous uncertainties in the development of the city must be taken into account. The document is structured in such a way that it can react flexibly in case of a new situation, without having to fundamentally change its development approach.
